VTrans Biennial Transportation Survey
The 2022 VTrans Biennial Transportation Survey will inform the development of transportation vision for the Commonwealth and provide valuable insights to monitor VTrans Macrotrends such as the adoption of highly Autonomous Vehicles (AVs), Electric Vehicles (EVs), e-commerce and other attitude and preferences that directly or indirectly impact Virginia’s transportation system.
About the Survey
Public opinion and input are integral parts of any planning effort. Your response will be used to develop VTrans – Virginia’s statewide transportation plan. This survey is your chance to have your opinion heard on transportation planning issues!
After the first VTrans Transportation Survey in 2004, several similar formal and informal surveys have been conducted. The primary goal of the Transportation Survey is to inform two specific planning tasks:
- Inform the development or modifications of transportation vision, goals, and objectives adopted by the Commonwealth Transportation Board (CTB).
- Collect data for reporting on VTrans Trend Trackers that focus on emerging areas such as the adoption of highly Autonomous Vehicles (AVs), Electric Vehicles (EVs), e-commerce, etc. This requirement is part of the CTB Policy for the Development and Monitoring of VTrans Long-term Risk & Opportunity Register.
Any information gathered will be kept confidential as required by law. All collected data will be used for research purposes only. A summary of the results will be published at the end of the survey effort.
Survey Administration
The Office of Intermodal Planning and Investment has retained the services of WBA Research to conduct this effort. WBA Research will first conduct a small pre-test before the actual survey to ensure that the questions are clear to as many participants as possible.
After the pre-test, WBA Research will select a random sample of residential addresses in each of the nine VDOT construction districts. In order to gather opinions representing each of the nine districts, at least 3,783 complete surveys will be randomly drawn from addresses that meet predetermined criteria.
Each residential address will then be mailed a letter introducing the study and explaining the three options that residents over 18 can participate:
- The survey can be completed online. Each letter will contain a web address linking to the online survey and a unique password to access the survey. The survey will be available to be completed online in English, Spanish, and Simplified Chinese.
- The survey can be completed by phone. The resident will call a toll-free telephone number, where they will be asked to leave a message providing their name, telephone number, and a time when they can be reached.
- For each address with an accompanying telephone number, that household will be informed that they may receive a call from WBA Research asking them to participate. Households without an accompanying telephone number will receive a different mailing, not to mention the possibility of receiving a call.
WBA Research will also send reminders approximately one week after each initial mailing.

A tentative survey timeline is included below. The dates are subject to change based on the number of responses received.The actual survey may take longer if WBA Research does not have the required number of surveys from nine construction districts.
