Mid-Term Needs Prioritization

The Mid-term Needs serve as the guide for addressing the most pressing transportation issues over the next 7–10 years. In 2019, several thousand miles of transportation Needs were identified as part of the VTrans planning process. Given the range and sheer number of transportation Needs, prioritization is expected to assist transportation agencies in identifying next steps in a more systematic manner. Mid-Term Needs Prioritization

Background

A companion to the long-range element of VTrans, which focuses on ultimate desired outcomes, Mid-term planning provides direction on the steps we can take over the next ten years toward achieving the overarching vision and goals. In January 2020, the Commonwealth Transportation Board accepted the 2019 Mid-term Needs. The Board also directed the Office of Intermodal Planning and Investment (OIPI) to prioritize the 2019 VTrans Mid-term Needs.

Importance of the Prioritization of the VTrans Mid-term Needs

Based on the direction from the Board, the prioritized 2019 VTrans Mid-term Needs may form the basis for VDOT and DRPT’s planning and project development efforts as well as the development of policies related to transportation programs and activities.

Method for Prioritization

The 2019 Mid-term Needs are prioritized using a four-step process shown below:

Establish criteria for aggregating VTrans Need Categories
Statewide Prioritization
Needs¹ within the Corridors of Statewide Significance (CoSS) and Safety Travel Markets²

Construction District Prioritization
Needs¹ within the Regional Networks (RN), Safety, and UDA (IEDA Access) Travel Markets²​

  1. Needs categories vary by Travel Market and include a wide range of multimodal needs such as congestion, transit access, pedestrian access, etc.​
  2. There are four (4) Travel Markets, each with a unique set of characteristics. Please refer to the Mid-term Needs page for a more detailed description.
Establish priorities within each VTrans Need Category

  • Co-located transportation infrastructure repair, rehabilitation, or replacement needs​
  • Exposure to the projected sea-level rise, storm surge, and historical riverine/inland flooding

Process for Prioritization

The 2019 Mid-term Needs are prioritized using an interactive process that relies on the guidance from the Board and collaboration with local and regional stakeholders.

The Draft Policy for the prioritization of the VTrans Mid-term Needs follows previously approved policy decisions by the CTB on the Identification of the Mid-term Needs and is available for public review and comment in the form of the draft Policy Guide below.

Notes:

1. These draft results are subject to change based on feedback on the Draft Policy for the Prioritization of the Mid-term Needs from the CTB, public, or partner agencies.

2. A high priority in any one or more VTrans Need Categories may or may not emerge as an overall high Statewide or Construction District Priority Location.

3. All resulting Needs based on the approved Policy for the Identification of the Mid-term Needs, including those for rail, off-road bicycle facilities, etc, are assigned to existing roadway segments.

4. Location of a Prioritized Need does not convey location of the potential solution which could be an infrastructure improvement or a policy.

5. Statewide Priority and Construction District Priority locations based on the Draft Policy do not reflect committed and funded capacity- and safety-related improvements.
